Purchases are not transferable. You cannot transfer your VIP to another account if you were banned or wished to do so in any other circumstances; purchases are permanent to your Account for life. 

You agree that if you receive a ban in-game, your perks will remain attached to your character, but you will no tbe able to access them unless your ban expires.
