In order for a character to be PK'd it must be done whilst following the PK Guidelines. You can only regain access to PK'd character if you appeal within a 48-hour timeframe from when the PK is originally issued. Appeals outside of the 48-hour timeframe will be immediately denied, and all access to your PK'd character is lost. 



Please note that if you delete a PK'd character, even a successful appeal cannot bring back your character, as you have deleted all of the associated data.
